Stipends for LCTL Teachers (Non- U of MN)
To support the improvement of instruction of Less Commonly Taught Languages (LCTLs), the University of Minnesota’s National Resource Centers offer a limited number of $600 stipends for LCTL teachers to help defray the cost of attending any of the CARLA summer institutes. The University NRCs––the Consortium for the Study of the Asias (CSA), the European Studies Consortium (ESC) and the Institute for Global Studies (IGS)––are funded by the U.S. Department of Education and sponsor this program as part of their mission to support LCTL teachers.
Applications are due by April 10, 2009.
Information about the Stipends
- Registration for the CARLA summer institutes prior to the application deadline is highly recommended to ensure a place in any of these popular institutes. Almost all of the institutes filled to capacity last year.
- Per Title VI funding regulations, stipends can only be awarded for less commonly taught foreign languages, and not U.S. indigenous languages unless those languages are also indigenous to countries outside the U.S. LCTLs do not include English, French, German, or Spanish.
- Stipends may not be awarded to foreign nationals as per Title VI funding regulations; however, a foreign national who possesses a green card and is teaching a LCTL in the U.S. may apply for a stipend.
- Stipends cannot be awarded to applicants who live in the Twin Cities area; however applicants may apply for a waiver of the cost of the institute ($350) rather than a full $600 stipend.The application process remains the same. LCTL teachers who currently instruct LCTL courses at the University of Minnesota can receive a waiver from the CARLA office. See details in the section entitled Waivers for U of MN LCTL Teachers below.
- Stipends are processed once the summer institute begins and take 3–4 weeks to send out to recipients.
To Apply
Candidates who wish to apply for a LCTL Teacher Stipend (or waiver for those who are in the TC metro area) will be required to submit an application form, a one-page letter of introduction, and a one-page résumé. Applications are due by April 10, 2009 and stipend recipients will be announced in early May.

Waivers for U of MN LCTL Teachers
LCTL teachers at the U of MN are eligible to receive a fee waiver (worth $350) to attend one of the CARLA summer institutes for language teachers through the CARLA office. We have a limited number of waivers to give away that will be awarded on a first-come, first-served basis to University of Minnesota LCTL
faculty and staff until April 10, 2009.
To apply to attend a CARLA summer institute with a waiver:
- Fill out a registration form for the CARLA summer institute of your choice.

- Send your registration form to the CARLA office at 140 University International Center or fax the form to 624-7514.
For this special waiver offer, you cannot register online. Registrations must be sent to the CARLA office rather than the conference registrar as indicated on the forms.
CARLA will approve the waiver and send it on to the registrar for processing.
Note: Only one waiver will be given per LCTL teacher and you must be currently teaching a LCTL at the University in order to apply. You cannot apply for another waiver through the NRCs if you receive a CARLA waiver.
Rebate Opportunity for LCTL Teachers
CARLA offers a special rebate incentive for participants in the institute Developing Classroom Materials for Less Commonly Taught Languages to encourage them to share their materials through the CARLA website. Participants must submit their curricular material for consideration by December 15, 2009. If the submission is accepted, CARLA will issue a $150 rebate to these LCTL teachers.
